Introduction: Every year, the prevalence of mental illnesses continues to increase, presenting diverse scenarios that emphasize the importance of early identification and efficient intervention. This project aims to create a culture-based cadre empowerment model that increases the capacity of individuals in the community to identify mental illness at an early stage. Method: The research strategy used is explanatory, using a cross-sectional method. The sample consisted of 110 cadres. The Partial Least Square (PLS) test was used in data analysis. The culture- based cadre empowerment approach, which aims to increase early diagnosis of mental illness, consists of formal, informal, family, technology and cultural elements. The nursing component has the greatest influence, as shown by the statistical T value of 3.798 Results: In empowering culture-based cadres, it is important to consider official, informal, familial, technological and cultural aspects. However, the everyday component has minimal impact. By providing culturally oriented mental health workers with authority, mental health problems can be addressed effectively, and the public will be informed about mental health-related issues that may occur around them. With this in mind, it is important to provide cadres with training that suits their needs and evolving knowledge. Conclusions: Cadres' ability to detect mental problems early can be improved by cultivating feelings of empowerment. Maximizing culture-based empowerment can increase positive outcomes, thereby increasing the ability to identify early signs of mental disorders, such as psychosocial risk detection, behavioral indicators, cognitive symptoms, supervision, mobilization, referral, and documentation.
